Lecture 1D -The Means of Foreign Policy
Part 2- The Use of Force

Readings:
Art and Jervis, International Politics,   pp. 156-167, 229-244

Discussion Questions:
Consider carefully how force and threat are linked?  Is force, as Robert Art suggests, generally useful as a means of getting what nations want?  Or is its value, as Keohane and Nye suggest, shrinking?  Is the use of nuclear weapons possible?
